Clifton and Crescent Hill Area Plan

PROJECT SUMMARY.

The Clifton and Crescent Hill Area Plan is a long-range planning effort for two adjacent, urban neighborhoods in Louisville, Kentucky. Louisville Metro and the neighborhood community councils initiated the planning process in the spring of 2022, which is being led by the Louisville Metro Department of Advanced Planning and Sustainability with assistance from TSWDG and EHI Consultants. The content of the plan was produced by the community during various engagement opportunities, including four community advisory group meetings, two public meetings, and several stakeholder interviews. A project website offered online engagement options, including a community survey designed to identify local issues and opportunities, and an interactive map that allowed participants to make comments on specific locations and respond to each other’s comments. The online engagement opportunities were highly successful, gathering 269 comments and 234 survey responses.

Plan recommendations were developed directly from public input, and took the form of goals, objectives, and action steps within four plan components: 1) mobility and infrastructure; 2) land use and community form; 3) housing; and 4) quality of life. Major themes within these recommendations include improving the pedestrian network and ensuring that it is ADA accessible; improving mobility for bikes without sacrificing critical parking spaces for small businesses; increasing trees and green space; enhancing streetscapes; traffic calming measures; and creating systems to ensure ongoing participation in the neighborhood councils and plan implementation.
