APA-KY celebrates the KYTC Creating Vibrant Communities Program

TSW developed an innovative program in partnership with KYTC Division of Planning to create a new planning assistance program: Creating Vibrant Communities. This program was developed to align transportation improvements with land use and economic initiatives – ultimately fostering more vibrant, connected, and economically sound communities throughout Kentucky. The four communities receiving this planning support included Morehead, Elizabethtown, Jeffersontown and Glendale Village, KY.
The CVC program encourages communities to envision places that serve as local destinations, enhance connectivity, and stimulate economic growth. Each community’s plan built upon prior planning efforts and partnerships with the goal of creating a clear, cohesive path forward. The plans outline a clear vision, goals, and strategies, supported by action steps. Each strategy includes a description, implementation timeline, key partners, potential funding sources, and illustrative concepts to demonstrate how that strategy could be realized.
This planning effort was recognized by the Kentucky Chapter of the American Planning Association with a Special Merit Award for Outstanding Project-Plan-Tool at the 2025 APA-KY Conference in Lexington, KY.
